Some time back in the summer, I was taking a gander at KCC accounts, just to see if the extravagant claims made for the now defunct KCC project Kent TV, saving vast amounts of wonger could be quantified or justified in any black and white way.
Not being an accountant, to be honest, despite my interest, I felt the life forces draining away, after a quick gander at the Statement of accounts, even though, it shed some light on the extraordinary, profligate spending by Kent Tories, I was drained.
At the time I could find no sign of Kent TV in the Statement of Accounts published by KCC, and haven't since, however stumbling across some comments I noted, I felt should revisit, KCC's Statement of Accounts for 2007-08 08-09 since to be honest the amounts spent on promotion are worthy of an enquiry.
As a public service Bignews Margate has to report on the mind numbing waste, of Kent council's advertising, in fact an advertising campaign on the subject of waste cost £624,000 during the year 2008/09, still this is a drop in the ocean compared to the big ticket item "Recruitment" now I don't know if you're like me but when I'm looking for work, I tend to delve quite deep, like Jobcentres and company web sites as well as papers, still it would appear KCC prefer lavish advertising or how else can you explain not one, not two but a stonking great big figure of more than three million £3,009,000 during 2008-9 for job ads.
In fairness I suspect because of objective reporting from the likes of Bignews Margate, and newspapers like KOS and Kent Messenger, tuning into Kent Tories hare brained, slack grip on costs, has at least resulted in advertising spending having come down from a mind boggling near six million (£5,985,000) in 2008-9 to a still outrageous five mill (£5,130,000) in 2009-10.
Interestingly last years statement of accounts no longer carries detailed info on advertising, apparently its not a requirement and hell, why worry us taxpayers, anyway thanks to the helpful staff at KCC, not the ones on fat bonuses, but those who retain the public service ethos lost by those helping themselves to bonuses.
Still not surprisingly the often made assertion that Kent TV, saved Kent taxpayers money seems to me to have been without foundation and appears hidden from the accounts, still if you know different, please comment.
Kent council has to communicate with taxpayers but five million budget half of which is spent on job advertising is pure waste, still I suggest if you pay tax, take a gander at how KCC spends your money, also a final question the last years accounts now detail bonus payments made to the bosses (chief exec 31 grand for what its not explained 2008-9) why are these pages shown side ways, is this so we get a pain in the neck trying to read them?
At least the KM and Paul Francis have been on the ball regarding spending at KCC on 117 overseas trips, thousands on private health care, taxi fares to drive the ex chief exec half a mile from lunch, training jollies at expensive hotels, thousand spent on Google ads to promote Kent TV and this was paid for by the Finance Directors credit card maybe to hide its purpose.
ReplyDeleteBut what I am interested to know, and it is not in the 2009/10 report, is how much of the £50 millions deposited in Icelandic Banks has been recovered. Why the secret? There is a statement that all apart from £3.5 million is expected to be recovered one day, but what about the millions in interest that will not be recovered.
Last week we had a rare event at KCC: cllr Cater apologised for letting down the vunerable children in Kent that were given 3rd rate protection.
Hopefully he will own up in the future when KCC lets down the general taxpayer.
Under a thoroughly corrupt system, as we have now across the world, local government corruption and embezzlement is not only tolerated, but positively encouraged as a means to reward servants to the system and ensure loyalty to the program. This corruption also extends to the accountants, of course.
ReplyDeleteCommon in the US is the practice of double bookkeeping (keeping two sets of books), for example where state funds are invested in various investment vehicles for the sole purpose of enriching state officials personally.
I can't tell much from the accounts, but I don't see why Kent should be any different from anywhere else, though not as extreme, perhaps.
A couple of things to catch my eye, the deposits in the Icelandic bank that went belly up and a fairly large exposure to derivatives through Goldman Sucks in 2008/9 which was no longer the case in 2009/10.

It seems to me that people are far more bothered about money and an apology for our taxes being mis-spent than children.Shocking but the uncomfortable truth which is why abuses can be carried out against children with no one even batting an eyelid.

The Local Government Association (LGA) is like a trade association for councils, who pay a yearly subscription to them with taxpayers’ money.

Peter Gilroy has spoken to delegates on Common Purpose programmes giving lectures about his role as Chief Executive and his broader experience of management and innovation. He spoke at events on 15th March 2006 and 15th May 2007. No charge was ever made by KCC or Peter Gilroy himself for these talks.

They say that people who have tasted evil tend to like it and I tend to agree. Over here the preferred method seems to be inducing good old fashioned heart attacks through poisoning or car accidents especially if they fail to lock them up in the loony bin. How many of these are carried out or ordered by the masons who can say but it doesn’t reflect from it happening.

Totally agree with what you are saying.
Isnt it interesting that Eric Pickles MP is bringing in a supposdely 'transparency charter' in January for councils, yet KCC still feels fit to hide so many figures which they have to hold for 7 years. Of course the public still has the right to attend their offices once a year and take a peek for themselves.
Not that I hold out much hope for any additional transparency with all the smoke & mirrors put in place to deceive there far too many noses in the trough for that to happen sadly.

On child protection. Lord Clinton David phoned me last year. It was about child deaths in Hackney Council care in 1972.
Three children died in three incidents in three months at "The Beeches" residential care home Ixworth Suffolk from Janu8ary to March 1972.
In 72 Davis, then Hackney MP, had requested minister Sir Keith Joseph for public inquiry. This was refused.
In fact last year Davis told me his concern was about child deaths at The Beeches from 1966 to 1972. Of these only THREE received inquests. None of those sat with jury.
Of the three in 72 only ONE received inquest.
One of the problems identified to me in the 90s by HM Coroner West Suffolk is that the offiociating Coroner is where death occurs. IE He could not trace Coroners records for the deaths unless he knew where death occurred (IE Where they were ambulanced or transported)
As the rural beat Pc for the neighbouring rural area in Suffolk in 72 my concern was that the reason the tory minister refused public inquiries was that he wanted to refuse inquiry (and not set precedent) concerning deaths in the Sue Ryder Home at Cavendish (Like The Beeches Ixworth subject of West Suffolk Social Services monitoring)
So the situation in 72 was Sir Keith Jospeh refusing calls for inquiry from the New Zealand Govt on behalf of a citizen who died at the Sue Ryder Home, from shadow minister Barbara Castle, from Michael O'Halloran MP and from Clinton Davis MP.
The category of care home Sue Ryder and Leonard Cheshire registered as was Section 37 National Assistance Act 1948.
This provided levels of registration. The standard of social services (and benefits) monitoring of care provision was determined by the category of registration.
Sue Ryder regtistered as a "Care Home" (the same category as the many private care homes in Thanet). In spite of taking in hospice and serious nursing sup[port cases her hopmes were regfistered in the catgeory whi9chy did not require that she employed qualified nurses. A pretentious cottage hoispital fantasy in reality a boarding house and only monitored as such.
It may appear that Social Services were letting these care homes away with robbing the public purse for providing sub standard care. It may appear to be conspiratorial. But the fact is public sector does not function on duty but functiopnms on the narrowest interpretation of direction. Hence unfit for actual purpose care homes passed social services monitor. "Does it meet the standards set by its category of registration?" Yes. And the social worker ticks the box and turns its back on the human suffering within.
In 1975/76 Thanet offered the opportunity to address the Section 37 care home monitoring shortcomings.

Baars had been discharged from a mental hospital in another county and his hospital social worker had given him a letter and a single rail ticket to Margate where he arrived homeless. Eventually he would be taken in by one of the resort's Section 37 private care homes.
The final line of his social worker letter read "This man is truly in need of symathetic help and understanding". Aaaah the sentiment of the caring social worker who followed order5s to discharge the man to another county homeless.
The Panorama broadcast was the beginning of changes to Social Services directions and care monitoring law.
I faced, for a while, threats of charges under the Official Secrets Act for allegedly being Panorama source.
Another argument, arising out of the care home deaths and out of Kent Police failures to protect life (such as the eleven Royal Marines murdered at Deal Barracks 1989 by IRA) was first made by me to European Court of Human Rights in mid 90s. That Coroners Inquests must uphold our Article 2 (European Convention of Human Rights) commitment to protect life.
Now we have "Article 2 Inquests". These are inquests such as the July bombings one in which HM Coroner investigates whether authority had failed to protect life by preventing the attack or incident.
Ireland (Ballymurphy massacre) is possibly setting a precedent. They are seeking an Article 2 inquest retrospectively. To deaths of 1971.
Well what happens if the Sue Ryder Homes deaths, the Hackney Social Services child care deaths, the eleven Royal Marines deaths and other such cases now get Article 2 Inquests ?
Take, for example, the position of a succession of Kent Chief constables. Refuse to record complaints (leading to the late John Allen and I playing our part in bringing about the creation of IPCC) and refuse to answer.
At a retrospecdftive Article 2 Inquest into the Deal Barracks bombing then we would see ex Chief Supt Rogers dragged back from Australia to answer to HM Coroner. The protective silence no longer available to him or the Chief constables.
Instead of wittering on about conspiracies I would say it is better to face injustice but also to argue for remedies which help prevent the continuance of injustice. I can say I played my part in the following:

Looks to me like there are many different posters with varying views which seems perfectly fair.
Probably an MP they are top of the food chain for secrets & coverups and all work together it doesnt matter what party they represent, its just a sham they dont represent the people who voted for them apart from on mundane matters.

Last week I listened for an hour to a sobbing mother describing how she recently lost the six-year-old daughter who is the centre of her life. Her fatal mistake was to ask social workers for advice when she was being troubled by "harassment" from the child's father, from whom she parted some years ago. Within days, although it was never suggested that she had harmed her daughter in any way, she found herself facing a "case conference" of 20 people at the local council offices, the conclusion of which was that her child must be placed in foster care.
The solicitor she was given by the social workers refused to oppose the care order. At a "contact" session, when she and her bewildered daughter emotionally expressed their love for each other, the interview was halted. She has not been allowed to see her child again.
Having followed dozens of such cases in recent months, which suggest that something has gone horribly wrong with our child protection system, I was recently invited for an off-the-record ministerial discussion about what I have been reporting. But far from recognising that anything might be astray, the official line, it seems, is that the horrifying cases I have covered represent only an untypical minority of the total – "less than 10 per cent". In general, the system is working fine.
This line seems to be confirmed by the latest guidance issued to local authorities by the Children's Minister, Tim Loughton, who says that too many councils are failing to ensure that enough children are being adopted, and that the backsliders must speed up their flow of adoptions. No question as to whether social workers might be snatching too many of the wrong children in the first place – or why the courts seem so eager to support them that, of around 8,000 applications made each year for care orders, only one in 400 is refused.
I shall give just one disturbing instance of the latest developments in a case I have been following for months. Like many others, this came to me through the Forced Adoption website, run by former councillor Ian Josephs.

The bizarre story originally stated by the social workers to justify their ruthless intervention in this family's life seems to have collapsed. At a recent court hearing, I am told, the judge seemed disposed to reunite the family as soon as possible. The baby was returned to her parents later that day. But the council asked for 21 days' stay of execution before returning the five older children, three of whom the parents had not been allowed to see for weeks. The judge apparently agreed but insisted that an independent social worker should interview the children.
The independent social worker eventually managed to interview four of the children, apparently reporting that they all wished to be allowed to go home to their parents. But the court refused to give the parents a copy of the judge's ruling, and on Friday they were summoned back to hear from him that he had now seemingly changed his mind and that the children did not wish to come home after all. According to the parents, they were not allowed to question the evidence on which he based his new ruling, although they were told they could appeal.
What on earth is going on here?
Even from the little I am permitted to report of this case, it seems evident that something seriously odd is afoot.
But this is merely one of far too many cases where families are being heartlessly torn apart, often without the parents even being allowed to question the evidence or to speak for themselves. To hear such horror stories being dismissed as representing "less than 10 per cent" of all the cases where children are seized is simply not good enough. Each is shocking enough in its own right. But when every week brings news of a dozen more, this only confirms that we indeed have a national scandal on our hands.

Two years on and after leaving the Lib Dems over broken promises and ministerial cars, I am reminded by the article on Kent CC costs as to why I went in to politics. How about a new political party. South East Taxpayers Alliance would fit, with the objective of sacking all council officers other than a core admin function to take minutes and call meetings. All other functions would be run by three Public Interest Companies. A Contracts company to buy the required goods and services; A Compliance company to enforce the contracts and a Finance company to manage the accounting functions. Less waste, no excessive pensions, direct control by the elected members - and direct responsibility if they make a mess - or indeed - do a great job. Any support out there from the majority of the electorate? That's the non-voting party by the way.
